How to create a user with the minimum access possible, but with enough access to start the Process Scheduler?

The user needs to have a Role assigned, and within that Role, one Permission List. In that Permission List, the user needs to have the valid Signon-Times set to 24 hours a day, 7 days a week and the flag, 'Can Start Application Server'. This Permission List does not need any Pages or Web Library access.
This user will not be able to signin, instead the user will receive a "You do not have access to this page" error message, due to the lack of Web Libraries access. But this user will be able to start the Process Scheduler successfully.

After creating the user, run the Diagnostics Framework plug-in ‘PeopleSoft Enterprise DFW Plug-in – PT PeopleTools Check Administrative Security’ (Doc ID 1622006.1) to verify the user definition. Once the DFW plug-in has been applied to your environment, navigate to Application Diagnostics > Launch Diagnostics and select DFW_CHK_ADMIN_SECURITY to launch the diagnostic.
